Why Switzerland belongs on a Thai supplier's map
Switzerland moved medical cannabis out of prohibition in August 2022, when an amendment to the Narcotics Act (Betäubungsmittelgesetz / BetmG) lifted the general ban and shifted the product into a Swissmedic-administered authorisation regime.
Physicians can now prescribe cannabis-based medicines without the case-by-case federal exemption that previously gated every prescription. A licensed importer base has grown to meet that demand.
For a licensed Thai buyer or importer evaluating where Thai-origin supply can land, the Swiss map is unusually clean. A single federal regulator gates a two-layer licence structure, and internationally cultivated flower routes through Swiss-licensed importers rather than direct cultivator-to-pharmacy.

Swissmedic and the two-layer licence structure
Switzerland concentrates medical-cannabis oversight in one federal agency, which keeps the map cleaner than the two-regulator split seen in the UK import pathway. Two licence layers sit under Swissmedic.
Establishment licence (Betriebsbewilligung). Any Swiss party that handles narcotics — importing, storing, processing, or wholesaling cannabis — must hold a Swissmedic establishment licence covering those activities. This is the standing licence that qualifies an importer to operate at all.
Shipment-specific narcotics import authorisation. Cannabis remains a controlled substance under the BetmG. Each individual consignment requires a Swissmedic import authorisation naming the consignor, consignee, quantity, and product form, aligned with the International Narcotics Control Board reporting framework that governs cross-border narcotics movement worldwide.
The licensed Swiss importer holds both. The Thai cultivation farm does not, and does not need to. The importer assumes the Swiss regulatory burden, and the farm supplies clean, documentation-complete material into it.
What a Swiss importer verifies before sourcing
Swissmedic expects imported medical cannabis to be produced under Good Manufacturing Practice conditions recognised for the Swiss market, so the diligence a Swiss importer runs mirrors the German BfArM pathway closely.
In practice the cultivator-side pack a Swiss importer asks for includes:
- GACP cultivation certification from the country of origin — TH-GACP for Thailand, demonstrating compliance with the national Good Agricultural and Collection Practices standard.
- Per-batch Certificate of Analysis from an ISO/IEC 17025-accredited laboratory: full cannabinoid profile, terpene panel, microbial limits, pesticide residues, heavy metals, and mycotoxins, each tied to a batch identifier.
- Certificate of Origin and Phytosanitary Certificate from the Thai plant-health authority.
- Post-harvest manufacture evidence at a GMP-equivalent standard covering drying, curing, and packaging.
- Country-of-origin export licence specific to the shipment, citing the Swiss importer's establishment licence.
- Cold-chain shipping documentation with continuous temperature and humidity logging from harvest through to the Swiss port of entry.
Swiss importers read this pack carefully. A CoA that reports cannabinoids without a quantified per-terpene breakdown meets the same scepticism it draws in the German market.
Where the Thai supply side sits
The Thai export side rests on the six DTAM export-eligible categories under Ministerial Regulation No. 2 B.E. 2569 — hospitals under the Sanatorium Act; herbal-product manufacturing or sales licence holders; drug manufacturing or sales licence holders; Category-5 narcotics (cannabis and hemp extract) licence holders; certified traditional healers; and cultivation sites supplying licensed buyers.

Supply is also finite, which matters to a buyer weighing whether to build a Thai channel. The DTAM register recorded roughly 79 GACP-certified operators as at 16 July 2025 — a narrow certified base, which is why importers who move early tend to secure the cleaner documentation histories.
A note for investors reading this
Foreign participation in a Thai cultivation operation is a matter of lawful joint-venture or BOI-promoted investment structuring, never nominee arrangements. Nominee shareholding is a criminal offence under the Thai Foreign Business Act §36, carrying penalties for both the foreign party and the Thai nominee.
